Suicide bombers are killing far more people than madmen with firearms who should have been locked up.

So have IEDs.

If people want to kill, they are quite adept at finding very effective methods.

Had one of those targeted been armed, perhaps the madman would have only gotten a couple of shots off before someone dropped him, a method proved undeniably in Colorado.
