We have such quasi legal entities/commissions here - that make rules they can hang us with, even though they aren't and can't be made law - because of unconstitutionality.

They get around it by using the wordage: "having the effect of law."

Anything can be made into “law” with the liberal belief that the constitution is a living breathing and changing document.

Free one day, criminals the next. “Law” becomes whatever is popular opinion of the day. Nature herself has now become a criminal.
