So the CITY of Phillidephlia can poison a
Christmas card with a large amount of illegal cocaine for a drug sting but they cannot permit the Boy Scouts of America to continue to lease land from the CITY.
Why wasn't THIS a "Holiday Card"?
The same STATE the cannot establish the Christian religion is prohibited from mocking and deriding it.

Finally got the article to load, it was misdelivered mail.
So the city did not originate the card.
His lawyer may still argue that it was illegal to open his mail.
