There are consequences for actions....God doesn't prevent those. But Satan does roam the earth seeking whom he will to destroy. And that is quite a different thing altogether, is it not, than what our Lord intends?

certainly satan intends death, destruction, stealing to deprive, maim, imprison folks ultimately in hell.
God intends for Life, liberty, abundant life, eternal life in and through Christ and HIs Spirit.
However, God also is against evil and disciplines evil in a myriad of ways . . . and has scheduled
evil’s utter destruction.
. . . as well as the destruction of all evil’s cohorts and assistants.
But yeah, the choice is each individual’s. Hell was made for satan and his angels. But God will not force folks into Heaven nor allow Heaven to be polluted with rebellion, idolatry, stubbornness, greed, lust etc.
