As tragic as it was to lose those two young girls in the van in the parking lot, it's a good thing the Ms. Assam took him out at great risk to herself and possibly others. This is the kind of thing you would think the police would rather not have. Once the police arrived, they *could* have made it worse, assessing the situation, set up command and control, may not have wanted to storm the place, looking for an opening, giving him time to take hostages and kill more, don't know what to do with the jammed gun.
Finally, it's good they had their own security there, and I don't know, but maybe they should have alerted the police so a couple cars could have been there watching the parking lot for *something*.
I'm not blaming anybody, it's just too bad they couldn't have pieced the whole thing together more quickly and avoided the second incident entirely. Maybe more will come out about it.
In the Omaha shooting, it sounds like it would have been harder to get to the perp if some private citizen had been there with a gun, being it was a no-gun zone plus it sounds like he more or less had the entire third-floor to himself, lessening the odds that someone could have taken him out were it possible rather than if he started shooting as soon as he got in the mall. He very likely could have killed many more than he did because of crowds and the surprise element.
