A couple of more links to articles. One of them says the shooter was in there for 30 minutes before opening fire, right as Tiffany was starting to tell him of places where he could go to spend the night. (When he first walked in, he asked to use the bathroom and they let him).

Also, one of the YWAM people had seen this guy hanging around on a previous day. Apparently when the facility is unlocked in the daytime, people just wander in randomly off the streets, and are welcomed to come in and talk, to share a meal, etc.
