'represent' in the term 'representative government' is not a synonym for 'looks like'.
Of course that's true. But I think people often vote for politicians they identify with, and how a person looks is a factor. Not the only factor, or the most important one, but it is a factor. It's also logical that a majority black population city would yield mostly black leaders out of sheer numbers. They probably have mostly black waitresses, mostly black factory workers, mostly black everything-- the city is predominately black.
