Regarding funding, I like Huckabee's 1992 position better than his 2007 position.
The communicability of AIDS is a bit of a smokescreen. In 1992 there were already tons of data showing the absolutely depraved promiscuity of homosexuals. Many were reporting 30,100, or 500 partners a year. Unbelievably, some even more than that.
So, the communicability through airborne or physical contact might not have been there, but there are few diseases in which one infected person can claim to have personally infected 100 other people.
Quarantine is the basis of controlling the spread of infectious disease in both veterinary and human medicine. The technique has worked well since the 1800s and has proven itself thousands of times. Quarantine would have saved millions and stopped the disease in its tracks. Even the 3rd world public health officials in Cuba figured this out and used it to effect the extermination of said disease. Cuba has maybe a hand-full of cases. The notion that quarantine would not contain the disease merely plays on public ignorance and panders to the homosexuals.
