Could that possibly be a Halloween costume? I don't think his necklace is quite within Navy uniform regulations.
An alternate point: Since he's only 28 now and worked for kerry four years ago, he must have been no more than 24 at the time that picture was taken. (He appears to be even younger than that.) Assuming that he joined the Navy at 18, he sure seems to have made HM1 awfully quickly. Either that or I'm not up to date on promotion rates anymore. It has been a while. :=)
