My interpretation is a bit different. Yes, it’s good news. From the Iranian view, Iraq is lost, and we have troops in Iraq that could attack Iran and destroy their nuclear weapons program. Those troops are no longer tied down by violence in Iraq, so the Iranians want us to declare victory and go home, leaving an active Iranian nuclear weapons program that is close to mass production (3 months to 3 years).

We are not leaving Iraq despite that we won there. The Iraqi government wants the US to have permanent military bases in Iraq.
