It means that Rove is so good at what he does that he can even make a turd grow a blossom. I thought it was for when Rove something that annoyed Bush, that the two were that close that Bush could say someting that brutal and it would get laughed off. That's my recall. Perhaps that's the liberal media was spinning it.
