I’ve seen them hanging around across from Emporia State University at the new Muslim Center. They do congregate in large groups of men. They never smile and appear quite hostile in the Dillons grocery store. It might be just because they are uncomfortable in a strange land, but that's the point. It is a major culture shock.
Emporia is isolated in its location. There are no other suburbs. To make this a major resettlement point is a huge burden and a major disruption in the community.
Of course, why should Tyson care? The burden on community services isn’t their problem, only labor costs.

The town or county should impose a fat payroll tax on employers meeting Tyson’s description, say $15.00 an hour.
