Sure that would be easy enough. What you will not be able to prove is was the “injured” just standing close and “hurt” themselves getting away from the colliding trains.

Not necessarily if it's a commuter train, where tickets can be purchased with cash from simple automated kiosks...you don't even have to talk to a human.
Hoping that all the injuries are not serious....
