I too can shoot at targets over 500 meters away with my Chiefs Special. The problem is I can’t hit them. Even if I could body armor would laugh at the effort. Is this weapon capable of better performance?

Yes. Keep in mind that the overall barrel length has not been sacrificed. The barrel has been simply moved rearward. The Military Channel did a program on this rifle a few months ago, and the accuracy was indeed equal to an M-16.

And the other problem is, with a .38 Speckled Thief’s Special, if you hit them with that round, the target will be mad enough to get up and come after you!

At 500 yards, an M-14 is a much more comfortable tool.
