It sounds like you’re suggesting affirmative action, in a sense, would help this. It’s a cultural issue.
Not AA fan, it assumes that people are handicapped before they can move up....
Lowered taxes, easier Business start ups with -0- Govt subisdizes...etc.
Get govt out of the way of people.
