IMHO the War Powers Act from the 70's had help greatly to confuse, muddle and general dilute the power of the Commander-in-Chief.

What say you everyone that has said and argued that what the Congress did was a declaration of war? Does this change your mind? No. Gonzales is a putz. The Constitution prescribes no particular language for a declaration of war.
