Didn't Kalifornia recently pass a measure to give all of it's electoral votes to whomever wins the national popular vote?

This is incentive for everyone, no matter what state they live in to vote against Hillery. It could force Kalifornia vote to go to the Republican! How embarrassing would that be?

No, but a ballot initiative for a proportional allocation of the state's electoral votes has been proposed, although it's future is uncertain.
