The ER treating 40,000 colds, not heart attacks, resulting in 140 deaths is unacceptible. Treating 40,000 heart attacks (real crimes) not an average visit to the ER, just like a speeding trap is not equivalent to running dope or home invasions. Look at what the kid was doing.

Really, you mean if a person doesn’t snap to attention and execute all orders as barked immediately they deserver to be tasered as they “left the officer no choice”? What if their haircut is out of regs, can the cop just shoot them?

Funny, a whole lot of other traffic tickets are issued to uncooperative motorists without a taser being involved.

The officer overreacted, failed to explain what was going on, and used a less-than-lethal force on a citizen without provocation. Tasers are not a device to be used for verbal compliance but as a self-defense mechanism and the motorist was showing no signs of hostilities.

Sorry you think a Gestapo tactic is acceptable. Hope those chains of tyranny don’t cut you too bad.

No, we don't live in a rule-based society - we supposedly live in a democracy, a shining light for others to follow.

At this point I'm thinking that perhaps you're not the brightest diode in the board.

A democracy is not anarchy, friend, and actually, we don't live in a democracy. It's called a Federal Republic. And if we don't live in a rule based society, why do we have so many rules written down in books, such as the Code of Federal Regulations?

The Nazis had a rule-based society and look where it got them and the world.

but he didn't apologize and I got a moving violation for an "unsafe lane change" and I shook like a damn leaf all the way home.

You wax ad nauseum about this 'sacred duty' but you won't answer the simple question that I put to you:

What do you think the trooper should have done when the perp turned his back on him, after the trooper told him that he was under arrest, ignored the troopers command to halt, and began walking back to his car?

If you can't answer this question, don't bother to reply to me anymore.

You make a point rarely read but worth making. If cops continue to be sissies who bully the citizens then we will get to a point where we assume the mere presence of a cop is a danger to our wellbeing and have cause to defend ourselves with a hair trigger. They’re not going to want that.

Also, the officer never used the words "Halt" or "Stop" or "Stand still" or even a simple warning like "If you move I'm going to taser you."

The officer specifically said, 5 times, "Turn around and put your hands behind your back" and the fact that he had the taser in his hands should have been all the warning that the little punk needed.

But instead of complying, the punk keeps asking "What's wrong with you?" and begins walking back to his car.

So, I'll modify my question:

If an officer of the law tells you to turn around and put your hands behind your back, what are you going to do?

And if you don't comply, what do you think is going to happen? Is this trooper, or any cop, supposed to let you walk back to your car and drive off, or, perhaps reach under the seat, grab a gun and shoot him?

I don’t see where he told him he was under arrest or that he was going to be arrested. Besides that he never even told the guy that by not signing the ticket he would be obligated to arrest him.

Idiot officers make all officers look bad.

No he didn't sign - probably because the officer was still hadn't answered any of his questions - he was apparently still under the mistaken impression that he was a full-fledged citizen. The officer did not tell him that his alternative was to be placed under arrest. An inconvenient fact back to you.

Insults are unecessary but you seem to be more than ready to throw them around. Not classy.

Be that as it may, even a federal republic has choices on how it treats its citizens. We have the liberal democratic/mommy view that all of the citizens require careful protection from themselves and therefore government specifies everything in several layers of laws. Then we have the conservative and sometimes Republican view that this society is about freedom and that people should have as little government as possible. Since you seem to be a happy with the current state and contemptuous of people who question the need for so many laws/signs/fines, what are you doing on this site?

I would have recommended yelling "Freeze - do not move or I will shoot!" in a loud, clear voice. Instead he gave a confusing "turn around" without telling which way he wanted him to turn and then tased him without warning. Then he related it to his fellow officer with amusement. Another inconvenient fact back to you.

Have just found out that they had two little children in that car. This cop was even more irresponsible than I first thought. You should be ashamed of blindly supporting this officer.

Last but not least, cowboys aren't my heroes. Cowboys are the heroes of little boys watching Gene Autry movies. My heroes fought the battles of an Nasaria, Baghdad, Ramadi and Falluja and secured al Anbar province. Real cowboys just tend cows.

HE invited the guy out of his vehicle......BEFORE he did that he should have told the guy that he was under arrest and what would happen IF he didn’t comply exactly with his direction. INSTEAD he staged a scene that we got to view.

The driver started mouthing off just as soon as the trooper approached the drivers side window. The trooper had to ask for his drivers license and registration 3 times. The driver continued to run his mouth, challenging the location of the speed limit sign and asking the officer what was wrong with him. Then the driver refused to sign the ticket asking the officer what was wrong with him again.

The trooper told him to get out of the car. As they were walking back to the patrol car, the trooper told the driver, who was continuously mouthing off, to turn around and put his hands behind his back. The trooper repeated this command 4 more times, while the driver was running his mouth and walking back to his car.

Then the driver got to 'ride the taser'.

So, I'll tell you who staged the scene. That mouthy little punk.

And to answer your “question” IF the cop had done as I suggested there would have been no need to taze the guy. GET IT?

How bout if the punk had done as the trooper had suggested and SIMPLY SIGNED THE DAMN TICKET!!!

DO YOU GET IT!

77-7-7. Force in making arrest.
If a person is being arrested and flees or forcibly resists after being informed of the intention to make the arrest, the person arresting may use reasonable force to effect the arrest.

Here is my problems. Quick to taze. Quick to avoid details. Quick to ignore questions from his employer. Police officers’ need to recognize they work for US.

Yes - the officer in question seems to have been in a hurry to go get the next victim of his little speed trap and then once his current ticketee didn't respond the way he thought he should, tased him in front of his wife and children.

Now some additional thoughts: the young man being stopped with his family looked like a squeaky-clean young Mormon right in the middle of Mormon country. I would really like to know how many shootouts the entire UPD has had in the last decade with young Mormons..

What really disturbs me is how many blind supporters of this cop's actions we have on the Free Republic, complete with personal insults and referring to this young family man as a "punk" "running his mouth". Not particularly conservative, just weird and more than a little bit facist.

Seems like the last thing on earth a conservative would support is a rogue cop attacking a fellow citizen for maybe going faster than 40 mph (if you see how quickly the young guy pulls over with no excessive braking it seems that he was barely over 40 when the cop signals him to stop).
