I'm not convinced the Huckabee phenomenon is going to last and if it doesn't, Fred is moving into a good spot.
And I think it IS a surge considering Fred reversed downward momentum. It means something, and it means something good. It was deemed negatively significant when Fred was polling below 3rd place in Iowa. Not that's he's displaced Rudy for 3rd, it's suddenly not significant to be in 3rd place anymore?

But I wouldn't call it a "surge." The use of the term "surge" considerably overstates the actual results of the poll. What we're seeing for Huckabee is what I would call a "surge"--hopefully temporary; but a surge nonetheless.
