Someone has to fill out the forms.
Around here, it seems we have police solely for the purpose of screwing up traffic for miles around while standing around with their hands on their gun butts waiting for someone else to clean up the mess.
Of course, with traffic stopped or slowed to a crawl, that produces increased opportunities to look for seatbelt or child safety seat violations, dim license plate lights, etc.
