Sorry to disappoint you, but in California, the mother has to practically be lying in the gutter with a needle sticking out of her arm to lose her kids.
Same way with all the blue states, and a fair number of the red ones. When you see a non-custodial mother situation, either she's abandoned the family, or is a superslut druggie who still had a worse lawyer than the father could afford.
