Welllll...doesn’t sound like anyone was in any kind of danger. Shells without a gun aren’t much good on their own. When I was in HS, guys would come in during deer season with their guns racked up in the pickup and no one thought anything about it. And undoubtedly, she knows more than most about gun safety.
That being said, ‘rules is rules’. Too many parents don’t back up the school system when little Johnny or Janey get in trouble. My son took his cell phone to school and used it in the bathroom (to call me to remind me to pick him up as he had to use the library). He got caught using it - confiscation of cell phone and in-school suspension. Too bad, you knew the rules kid. We all have to abide by rules in this life.

Uh, maybe so. But a box of shells with no gun is not a danger to anyone. Common sense should lead these school officials that this was a complete accident, and should NOT go on the girl’s permanent record. Also, she is a champion skeet shooter, and this should have entered into a common sense approach to this. These officials are just plain nuts!!
