Here is the question. Where are the voters? Nominations are determined on a state by state basis. If Rudy is winning a few big states by a lot, it skews his strength in a national poll out of proportion to his actual delegate strength

Not necessarily. Delegates to the convention are decided differently in each state. Some states have an all-or- nothing system while others divide up the votes according to percentages won by each candidate. Furthermore, the number of delegates assigned to a state is not based solely on population. States that voted for Bush and states with Republican governors get a higher percentage of delegates.
