Did Guiliana have any roll in this? Was he the US Attorney at the time. How would they gain anything by doing this?

That’s the question (Rudy). If Rudy wins the nomination, he’ll want to talk about his good experiences in NYC, particulary the tough-on-crime stats. If the Brawley case is linked to Rudy, then the news can resurrect this case and frame it in a way to smear the NYC police and Rudy, benefitting Hillary. Remember the bad press the NYC police got when Rudy went against Hillary? It was on the national MSM and every day we had to hear about the “bad” cops. All those stories went away when he stopped his campaign for NY Senator.

Say I’m all wet on this, but this sets the stage for a conversation:
Rudy: Things were good
MSM: Remember the Brawley case (and probably others)
Hillary is clean and benefits from the contradition. Her fingerprints are probably all over this.
