If the Solar System is has so many snow comets, why is Mars and the Moon with little to no water?

Estimates for the mass of material that falls on Earth each year range from 37,000-78,000 tons. Most of this mass would come from dust-sized particles.
That material does not include the Snow Comets as I understand it.
As we speed along we will run into many things or they will run in to us.
