U.S. CONSTITUTION, ARTICLE 11, SECTION 3,"...he may, on extraordinary Occasions, convene both Houses or either of them, and in Case of Disagreement between them, with respect to the Time of Adjournment, he may adjourn them to such Time as he shall think proper..."

President Bush can just threaten to adjourn both houses, since the Senate and the House are in disagreement as to the time of adjournment...............thus, the ball will be in Reid's court, for then Reid would have to force BOTH houses to convene during the holiday(s)......in order to prevent recess appointments.......it would be fun to watch, indeed!

Fighting 3 wars, on three fronts (Iraq, Afghanistan and World Wide War on Terror) in my book, would certainly merit "extraordinary Occasions".........

Resolved by the House of Representatives (the Senate concurring), That when the House adjourns on the legislative day of Thursday, November 15, 2007, or Friday, November 16, 2007,... (Enrolled as Agreed to or Passed by Both House and Senate)
