I wrote a post about this a few weeks ago. My take on this:
The Iranians and Norks realize that they are watched very closely and they want to have it both ways. The Iranians want to carry on their efforts to obtain a bomb without being attacked and destroyed by the US. The Norks want to carry on making more bombs and don't want their fuel and food cut off or worse by the US.
The best of both worlds for them is to secretly OUTSOURCE to a country that's a friendly ally; Syria.
Unfortunately for Syria, Israel and the US got a whiff of the scheme and bombed the Syrian site with stealth aircraft (ours) with Israel as cover or Israeli aircraft with our anti-radar detection technology. It really doesn't matter which but the Norks jumped up and down, the Syrians and Iranians were quiet.
I believe some major Nork equipment and materials were pulverized and couldn't be replaced that easily. Syria was quiet because they didn't lose anything except their ego and didn't want to admit getting into nukes. Iran was quiet because they didn't want to admit complicity and explain why they didn't somehow "retaliate" and fulfill their bravado against Israel. That would have shown them as the cowards they are for the whole Middle East and the world to see.
I don't think Libya was ever involved because Qaddafi is not as trusted as Assad.
Just my opinion.
Some of it was nuclear work and it’s likely that some of what the Israelis destroyed was sneaked back in from Libya for further development by the Syrian experts who had also returned and continued working on WMDs inside Syria.
