It’s not conservative, anymore than retreat from the war on terror is conservative.
But there are Republicans who believe that both things are conservative. That’s the point.
Then why pretend it is? Why try to make it appear that there is no difference between thinking you can have Big Government solutions and not have nanny government, and understanding that you can't have one without the other?
You telling me on the one hand that the vast majority of Republican voters and candidates believe they can have it both ways, and on the other hand that only a small minority of these people are RINOs.
