Yes, and you mentioned the item at the top of the list of things the government can do to usurp your authority over the raising of “your” child.
but international adoptions have their own nightmares, and the children usually have additional traumas / issues that fosters don’t even have. It’s a trade off — for whatever you’re set up and prepared to handle. Most of my many friends who have adopted internationally have horror stories that WE don’t.
