I heard from an investigative TV documentary that agriculture uses 90% of the water and does ZERO (zilch zip, notta) to conserve water, and they get the water for almost free.

the middle class working man pays the bill and the "water shortage" is nothing more than a constantly recycled premise to raise taxes (similar to the global warming bonanza)
