That to secure these rights, Governments are instituted among Men, deriving their just powers from the consent of the governed, ...; — and that is the beginning of our country’s founding documents, of which the Constitution implements the particulars of how we’re to be governed, in order to protect these stated unalienable rights — that means anyone who minimizes the government’s duty to protect that very thing stated in our founding documents is not to be trusted at all. So, he’s “out the window” as far as I’m concerned...

The Constitution tells us how to achieve it and sets the laws...and based on that, Fred Thompson is correct.
