Most people outside the area don’t know that during the last Indy election, Carson and Dem’s bused blackleather suited/bereted thug-looking-’nation’ guys around to key Centre Township polling places...follow-ons obvious..

Julia Carson is an embarrassment to all of us here in Indy. Her solution to high unemployment rates among black youths: repaint all the houses in the poorer sections of Indy. You might ask: Why? The reason Julia gives is that it’s because poor blacks ate lead-based paint in their homes as children and that’s why they are poor. Somehow, I don’t think this is the major problem for low-income blacks.

...would raise the cumulative IQ in that room by double digits. I'm not familiar with her, but given the competition from Mad Max, SanFranNan, "flag on Mars" Jackson-Lee, Patches, and a ridiculous number of others that I can't remember, I find that statement hard to believe.
In other words, Congress has so many mentally [and ethically] challenged members, it would take changing more than one to move the mean up or down any measurable iota.
