They need both but the C27 can land and take off in a smaller footprint. A spec op plane. BTW the plane was designed overseas but a lot of the work is done in the US by
L3 communications

There is a C-130 on static display in front of the main gate at Little Rock AFB. The plaque says that it was flown out by the south Vietnamese when the north came down, it said that it escaped with 411 people on board. If I remember the official max pax on board a C-130 is 92.
