There was a time, say maybe 30 years ago when that would have been a reasonable assumption. These days, I don’t think so.

No mention of their status withrespect to immigration? Are we to assume that all these workers were legal immigrants? While I'm not 100% certain, I'd fully expect that a TB screening would be part of the process when one immigrates legally.
