Maybe take him to the local detention center for lifetime warehousing. Take themselves to jail knowing they will be lax parents if their resourceful child ever does it again?
Some kids are more of a struggle than others. Deciding the parents were "terribly lax" without knowing the real situation is a little quick on the draw, don't ya think?
