FWIW - these books take place in the 90’s if there is a “horrible man” referring to the US president (which I doubt) it would be Clinton. Yeah, you'd think that it would be Clinton, however with the talk of terrible hurricanes, that makes it Bush. Besides that, nobody was hated as much as Bush. The Brits made fun of Clinton but they hated George more than anything.
