I believe this is an example of the rule more than the exception. I’m glad people are finally complaining but where have they been all these years? It’s been happening for a long time.
Where? I've spent over a quarter of a century in public schools, and I've never personally experienced this myself. I also had two children who went from kindergarten through 12th grade in public schools, and never experienced it with either of them either.
I have heard occasional news reports like this one, but that they are NEWS makes me think it's the exception rather than the rule.
