No it wouldn’t bridges are inspected and certified routinely, its not remotely a stretch to find negligence in this case. Accidents do happen, but for this to have happened, required a string of negligence.
And if they are inspected routinely, and pass routinely, and still fall down? File a lawsuit against the Vatican as your beef is between you and God.
