This had to have been orchestrated by the Committee staff. I was a lobbyist in Washington for many years and have attended lots of Congressional hearings. The front row of seats are always reserved for staff of the witnesses. Security is ordinarily very tight whenever a Cabinet member is testifying. The Cabinet member is usually brought into the hearing room from the rear where the Members of Congress enter. It is unthinkable to me that anyone could have gotten that close to Secretary Rice unless they had specific permission to do so.
