He was deported again in April 2003, but sneaked back into the country a short time later. He was arrested twice in Newport News that November for driving without a license and drunken driving, respectively.

In September 2004, he was charged again with drunken driving. In each of the three DUI convictions, Mota-Campos never received more than a 30-day jail term. Authorities said that was because he always used a different name.

His fingerprints should have been checked each time against a criminal database. 
It can safely be assumed that foreigners like him are using multiple identities, multiple drivers licenses and multiple Matricula Consular cards

I don't know much about fingerprint databases---- But foreigners who are arrested should be fingerprint checked every time. They are here as guests and often unwanted guests

At least five Amnesties have been proposed and debated in Congress since 2006 (Comprehensive, Ag, Dream, etc). Not one of those Amnesties has required proof, vaidation, and/or verification of the applicant's stated identity, or indeed any ID documentation whatsoever.
