There's a 17 page executive summary which reveals that according to state code 775.082 disrupting or causing a disturbance at a school or university class or function is a misdemeanor and an arrestable offense.
Also, according to state code 776.051, justifies the use of force against a person attempting to evade or resisting arrest.
It also revealed that the tasee bragged publicly that he intended to cause a disturbance at Kerry's appearance.

The executive summary also reveals that his recorded phone calls from the jailhouse to his father show him delighetd in having been arrested and include a discussion with his father on his media strategy - he expresses his desire for a Matt Lauer interview.

For all those who think this was not justified, then look at the original tape again. He IMMEDIATELY starts saying “Are you going to taze me?” as SOON as the cops come up to escort him away, after his mic is cut off. Not when he’s in the back struggling with them, but when he’s still trying to speak on the mic.
When someone says that so quickly, that IMMEDIATELY sets up in the officer’s mind that tazing might be a possibility. It’s confrontation. It’s begging TO be tazed. It’s foolishness.
