I thought they were blocking uploads, downloading should be ok. P2P works on the principle that while you are downloading from user A, user B is downloading from you but as far as the network is concerned you are uploading to user B. They are messing with the upload part.

I wouldn't go so far as to say no down time, but with the telcos a call to their incident response is not met with the sound of drool dripping to the desk at the other end of the line. But yes, cable suffers not only a higher rate of non-connectivity, the incident response time is abhorrent. A call to their incident queue to report a high availability connection is down is met with the same level of urgency of telling them that your Channel 16 is starting to get some lines in it. But rest assured, that no matter which two of those problems you called to report, the same guy will be dispatched to correct it. Eventually.

LOL, I told you NOT to get me started about Charter. You don’t wanna know.
As soon as there’s an alternative or fibre optic comes in and we actually have a choice besides Charter,.....Adios Charter.
When I’m elected POTUS, the entire country including small towns and rural farms, etc. will have high speed internet. Al Gore said he would help to install and pay for it.
