Twenty years ago a top member of the Mexican cabinet and two top army generals were reported to be on the traffickers payroll. The State Department asked the Mexican government if they wanted to do anything about it. The answer was “get lost Gringos.” Ten years ago there was the problem of corruption at the highest levels in the states of Sinaloa and Sonora. The State Department got the same response. Now, we are about to pay for a program which is likely another Mexican rathole to be stuffed with American cabbage. You cannot understand the depth and extent of crime and corruption in Mexico unless you have lived there.

I doubt it extends beyond the bold ignorance and raw stupidity of the American taxpayer.
