I suspect the real problem is that the picture was of the boy pointing a gun at the other student. That’s what freaked out the other kids parents. It still doesnt warrant a suspension.

I think you're zeroing in on the probable reason for the suspension. It wasn't that he drew a gun in the abstract, but that the drawing apparently showed a figure - identified as himself - shooting someone, probably another student. So this isn't as crazy as it sounded, although a good talking-to probably would have been sufficient.
