It is innaccurate to say that “qualifications” can only mean “constitutional qualifications.”
Would you say a 35-year-old American-born retarded person is qualified to be President? Well, he’s qualified constitutionally to hold the office—to be elected—but I doubt anyone would consider him intellectually qualified to be president.
No, I don’t mean only constitutionally, but I thought that’s what was being addressed.
