Sort of like the Denver area, the water board mandated 3 day watering because of the drought. People did their part and let their lawns die. Well, the water board saw a drop in revenue, so they had to raise rates to make up for it. Now that the restrictions are lifted, the rates stay the same. Just because you are suffering doesn't mean your masters are going to.
