Is Spain really a player in this?Yes. You have the question backwards. The real question is whether there a real US player in this, or just some local companies cut in on the deal.

Cintra(of Spain)is financing the construction of the Trans Texas Corridor(NAFTA Super Highway). FYI Cintra has also made campaign contributions to Governor Rick Perry. The law firm that represents Cintra Is Giuliani's law firm(Bracewell and Giuliani). Perry recently endorsed Giuliani.

When I first signed up on line for the TXDOT pass thing I noticed that the web app date/time stamp was way off... at least for Texas, it was fine if you were in SPAIN!!!
