I believe it is the coservative part of IL. Northern and deep south are the liberal terretories. Not sure about his district, but it has largely gone republican by a significant majority in the past.

Hastert’s district has had a huge influx of illegal aliens. It is probable that a lot of them are also now illegal voters because of motor voter and hispanic organizing campaigns.
It is a process that is being seen in a lot of new areas.
Illegals in northern Virginia, actively recruited and registered by La Raza and LULAC and MeCHa made the difference in Webb’s 9000 vote victory over Allen.
Election fraud by illegals is one of American politics’ dirty little secrets, and Republican candidates can’t do much about it without being labelled as racists.
