I lived in Delaware back in the 70's and I remember Penn being pretty nasty about their citizens making major purchases in Delaware where there was no sales tax.

It was really crazy with alcohol. In Delaware you had to be 21 to buy alcohol, but in Penn it was 18. So 18 year olds went to Penn and Penn adults went to Delaware.
