It got through the judiciary during the clinton administration, and Clinton begged Hassert not to bring the resolution up for a vote because it would undermind foreign policy with Turkey.
Hassert did not bring it up for a vote because he thought in the long run it would hurt our country.
..and that was not during a time of war.
